High Level Responsibility! What is the role of the Presiding Referee?

I know this is sudden, but do you all know what the role of the hea referee is?
I'm embarrassed to say that I think I know something about it, but my knowledge is limited to the point where I get stuck for words when asked to explain.
If you are a regular referee, or if you are a presiding referee or Referee Director, this may be boring, but please bear with me!

First of all, let's check the "Kendo Match and Referee Regulations / Detailed Regulations" published by the All Japan Kendo Federation, which is an essential part of being a referee!
Here is an excerpt of the text that mentions the Chief Referee!

Kendo Match and Referee Rules
(Composition of referees)
Article 21.
The referees shall consist of the Referee Director, presiding referees (in the case of two or more match courts or more are set up) and the referees.
(Presiding Referee) Article 23.
Article 23.
The Presiding Referee shall assist the Referee Director to control the matches at the respective match court.

Kendo Match and Referee Bylaws
Article 20.
The duties of the Presiding Referee shall be as follows
1.The Presiding Referee shall be in charge of the match site.
2.He/she shall ensure that the rules and bylaws are properly implemented.
3.In the event of a violation of the rules or bylaws, or an objection, Presiding 
Referee shall take appropriate and prompt action and report to the Referee Director as necessary.
4. Be in control of the referees at the match site.

I see from the above that the Presiding Referee is an assistant to the Referee Director!
And I didn't know that a Referee Director is required when there are more than two match sites!
You can't let your guard down even for a moment. I have to pay attention to the players, the coach, and the referees, which is still beyond my skill level!
